    I've used 1/8" o-rings on the fork tubes to adjust for the tapered roller bearing height on an RD. Not sure if you can find them at the hardware store - I ordered them off ebay.

    Try a few wraps of Teflon (plumbing) tape. Assuming that the cap isn't cracked, this should allow you to tighten it up.

    There is a gas tank patch epoxy available at auto stores. It's a two part putty that is very stiff. I've used it on similar holes in two tanks with success.
