As mentioned previously a compression test will immediately tell you if your top end is good or not; regardless wether its the valves or rings, the compression test will indicate if you need a refresh - valve seals; rings or valve seats ... you would see oil and or exhaust deposits if your head...
I have exactly the same issue with mine.
I found the solution to be after squirting starter fluid into both inlets; open the throttle to max. then start.
Because the strokes are offset now the second compression stroke nullifies the first and the second spark doesn't come in as the first has...
I have one, and as expected with German engineering, its excellent. I purchased the unit including the optional hydraulic line and master cylinder. My only criticism is the hydraulic line connection to the slave cylinder - didn't like it. An easy re-arrangement with a banjo bolt and standard...
Alternately you could shave the slave cylinder body if your cases are already damaged ..if you threw a chain perhaps/and pasted a bit much JB Weld. Remember its to align the slave cylinder and clutch rod only if necessary.

Its looking good, a much better arrangement than that previously built buy Heiden tuning which had a lock ring outside the side cover held by a lock screw.

How much power are you talking about? the best XS bikes in the day were US dirt oval machines (AKA the Kenny Roberts era) generating at most 75hp,and required the famous OW heads, with it came a host of problems including unreliability; and so Harley were still able to hold onto the short...
Just to come back to the clutch spring analysis - I have never understood why they are so stiff in the 650 ... in my early days of fast 2 strokes, riders always rode with 1-2 fingers on the clutch lever ; as that's all it took to disengage when a seizure lept up to get you (1960s) before Suzuki...
