You need to either fill the space with washers or do what I did and buy a plate to make up the difference. I believe the username for the person I bought mine from is Travis. He should have a post somewhere in the shops section of the forum. He makes a weld on spacing plate to correct the issue...

In GA they don't require titles on older vehicles. As long as he has a good registration and a GA bill of sale it shouldn't be a problem to get it titled or registered. At least not in FL.

Have other projects and its tough to stay motivated sometimes. It's one of those things that if I get the right offer i'll let it go and if not i'll keep working on it. I just ordered more parts for it today so we'll see.
