Do you mean with the plate all the way clockwise? Or do you mean that you actually checked the timing and it is correct but with plate all the way clockwise? Have you checked that the advancer cap on the right side is engaged on the locating pins?

You can loosen the nuts on the advance rod and then hold the rotor in the counterclockwise position as you re tighten the nuts to get all the free play to the advance side so you can then move the plate toward the retard direction, counterclockwise.
 
Getting so caught up with the carb issue I forgot to check the original voltage. Measured voltage around 10-12v at idle and 15.8 under some throttle...

This is getting frustrating. You are not describing the timing completely. You say that it will only run with the plate all the way clockwise, but you do not tell us what the timing is in that position. In other words, is it a case of the engine will only run with the plate fully in the clockwise position or is it a case of not being able to obtain normal idle timing unless the plate is fully in the clockwise position. "Timing is still off" doesn't tell us anything. We are up to 45 posts now, so we are not going to review all the other 44 posts to try to see what you are talking about.
 
Not to complicate this more, but that 15.8V is to high. After you sort out timing with Pete, you need to address that. When your running the bike you should unplug the regulator for now.
 
Sorry guys, I'll try and be more specific with my post. After I hit it with the timing light again I will let you know. I just don't have enough time with my work schedule to dial everything in like I would like.
 
Kimura, stick with us. You have no problem posting videos so post up a video when you're trying to time it. Is it a Hugh's PMA? If it is you should have a sticker down by the PMA to indicate you're timing marks. Post up a video of what's happening when idiling and when given throttle. And please, unplug the three yellow wires coming out of the PMA to the regulator, and the red/green wires going from regulator to cap. You're gonna fry something with those voltage readings.
 
Finally got down the timing issue, one again had to go in and fine tune the carbs. The plate is pretty much centered with a little advance. Sorry for all the confusion I have been learning as I go, I used a battery to tune it because the voltage is still very high, as of now everything is working great, just need to purchase a new regulator and I'll be good to go, I want to thank everyone for sharing their knowledge to help get my bike running.
