But it is very noisy and makes a vibration on the frame...
Who put the tensioner, all the same? or I am doing something wrong?
 
Your tensioner is mounted at too far forward of an angle making it too ridged or stiff. The spring is there to give some cushion, not to keep it tight.

You want it to be taut, not tight. It needs to flex ever so slightly to keep from prematurely stretching the chain. That tensioner should flex up to 90 degrees, hence the pin and stop (limiter). I'd try it about half way, to give you some room to push the chain up or down before it hits the limiter but still taut enough to remove any slack.
 
I always wonder why anyone would put a spring loaded chain tensioner on a hardtail. They do have a purpose on motocrossers and other bikes with long suspension travel, but none whatsoever on any hardtail or normal street rear suspension.
Under any circumstances, a spring loaded tensioner will create noise, as well as cause extra friction and wear. Especially one using what appears to be a steel sprocket. If for some reason, a tensioner is required, I am pretty sure a thermoplastic slider would cause less noise than the one we are discussing here.
 
I too purchased that same Chain Tensioner from Monster Craftsman who make them, the exact same one you have in your photo, and you have exactly the same issue I have, the tensioner is facing forwards, they have given you the wrong side for an XS650, the spring loaded wheel should face the rear of the bike not the front, they also sent me the wrong side and I have sent emails to Jon (from Monster Crasftsman) and still waiting for a reply.
