Throttle problems!

So, when I start the bike it will idle just fine until I pull the throttle. Once I pull the throttle it won't seem to go back all the way unless I snap the throttle back hard. Here's a quick video showing the problem.
 
I'd check up at the throttle on the handlebars for any frays in the actuating cable, check the routing of the cable itself but most likely the throttle plates in the carb(s). Check their centering. Gotta pull 'em to see.

I think you're right, looks like a problem within the carb
