Well, it would seem so. Test some more and again. Make sure the slip rings are clean and push the test probes hard into them. If you're concerned about marring the soft copper surface, probe along the edges. The brushes don't rub there. Before I passed final judgement on the rotor, I'd want to be absolutely sure. I don't think it would pass the "slap" test if it was totally dead so maybe your testing procedure was flawed. I'd pull the alternator off (just 2 screws) so the rotor was fully exposed and easy to access for the testing. You can just set it off to the side as shown below with the wires still hooked up .....
The pic above illustrates my slip ring cleaning method, using chrome cleaner. The outer ring has been cleaned but the inner hasn't yet.

You were right I had used 20k range. When I checked with the 200 range I got .9 to 1.1,
after subtracting the .3 the meter wanted it looks like .6 to .8. Way low, I know. If I need a replacement where would you recommend I look? I found this one on ebay , does that price seem reasonable?

Machining has been a bit crude, had to spend a bit of time with a file in the keyway and remove some varnish overspray but it has been working well for thousands of miles.

Well I replaced the fuse box, now the fuzes don't get hot anymore. I am replacing the rotor with one from RockingthepartyDJ, thanks Dave! I'm hopeful I can get the charging up closer to 14 volts instead of the 12.6 I was getting.
