Got it running, now it's dead. Possible carb issues.

Here is a video when I got it started. Was idling decently after I revved it, it started to die so I choked it and revved it some more. Then it died.

Ive already cleaned the carbs as good as I could without removing the Jets. They looked like they were cleaned recently by the PO.

Today after it died I attempted to adjust the carbs via the little brass screw as prescribed by my clymer manual. I tighted each side down. And went to run the engine one cylinder at a time. I had the left side running pretty quickly but it also died pretty quickly . I thought that would be a good starting point so I tried the right side by itself but it wouldn't start after the half turn (after tightening) that the manual insisted so I turned it out more. But couldn't get the right side to start at all, so I put both plug caps on and now it won't start at all.

It appears that the right side of the engine is leaking something around the fins

I think the carbs are leaking gas as well as there appear to be small drips forming towards the bottom.
Here is a photo of the engine coated with either oil or gas.

My goal is obviously to get it running solid so I'm looking for suggestions as what I should be looking Into to achieve that.

I should mention , that when I was pressing the electric starter I could feel an electric shock coming off the carb bowl.

And the felt another shock from the metal bit around the throttle cable by the handle grip.

So it would appear there are some electrical problems as well.

Hi, if the carbs are leaking, then it could be overflowing, is it leaking from the air filter mouth or the little screw on the bottom? It might just be the drain plug needs a new washer, it also might be that the floats are stuck/the o-ring has dried out in the float needle body. If it's not idling properly then the pilot circuit could be blocked; it looks like you are going to have to clean them properly and get the jets out. There is a carb guide in the tech section
 
Too much slack in the throttle cable and it appears the head gasket is leaking.......
