Starter Turns Sounds Like Not Engaging

Yes they are spacers set to index the depth of gear. I have had luck with a little grease in the grooves to hold the halves while I clip the washer in place.
 
This was my end of assembly product including modified washer to replace the two semi- circular pieces and the cupped washer

Then I thought that I had best test this before reinstalling the clutch basket............WTF came next.

Connect battery, turn on ignition key, hit starter button, click...click, then smoke under the seat, OMG.

Negative battery terminal had a Chernobyl event, any ways managed to salvage battery.

Then worked backwards from what I had done.

The gears go on the shaft. Then the washer #6, then the split washer goes in the slot on the shaft. The cup washer holds the split washer in place. The circlip holds the cup washer in place over the split washer.
Now as the starter spins and the gears spin and slide on the shaft to engage the crank gear the #6 washer and the split washer absorb the shock and stop the gear from sliding. The split washer is strong enough to absorb the shock and stop the gear where just the circlip isn't.
with your home built washer as the gear slides out the only thing stopping the gear is the circlip. It will just pop off and let the gear slide too far out.
