Funky seat and looks like a 16" rear wheel. Otherwise very nice!

Back in 76 my shop used to lace about 100 16" rims on 650's a year and another 50 or so on CB 750's.
Spokes and rims came as a kit , this was before any Japanese bike came with them.

I think the smaller rear tire looks good, gives it a little forward push. unless it's from a heritage and doesn't match. looks like it would be fun to own. he says firm, i'd be firm on firm minus the cost of a seat. just to show some overdue respect to it.
