Ether a short in sky blue wire or the neutral switch on top of the transmission.

OK, so I disconnected the neutral switch and it's still on, that leads me to believe that it's the sky blue wire?
Good place to start. Shake the SB wire in the headlight shell. Try disconnecting SB wire in headlight shell. Could be a rubbed wire in the headlight shell exit.

Found the short, it is in the speedo where the SB wire connects with the neutral light bulb socket. Thanks team junk!
