looks like the bike's dreaded PO has turned a nice bike into a dog's breakfast but at least it still has rear suspension, eh?
Already been lotsa posts about what to add/fix/replace and although you can ride it "as is" I'd say it'll ride a lot better with
it's front fender back on or replaced with an aftermarket fork brace.
I'd suggest you first look for any XS650 parts you may need in this list's classifieds
