I have a 1981 XS650SH that the rotor measures about 2.6 ohms.. The manual says 5+. Will a 73 rotor work? It measures 5+.

Never mind. I looked at a 73 and 81. They are different. Do I need a rotor or are the readings to low? I did clean up the rotor before measuring..
 
Yes, it sounds like you need a rotor. Yours has a magnet embedded in it to trigger the pick-up for the electronic ignition. This started with the '80 model so you would need an '80 or newer rotor.
 
De-soldering the 81 faceplate and installing it on the 73 rotor is a trivial task if the screws and keyway are in the same positions.

They're not. 70-79 uses a 7 screw pattern on the ring plate. 80 up uses a 6 screw pattern.
