Enclosed is a photo of my damper rod from what i think are 73-74 forks. I have 2 large holes at the bottom and 2 small holes at top. Am i correct in adding 2 larger holes at bottom drilled to no 1 metric bit and drilling 2 smaller holes to number 45 bit ?

The Minton Mods were for the '77 and later damper rods. I really can't say what needs doing to an early damper rod like yours. You're kind of in uncharted waters here. If it were me, I think I'd add the two larger #1 sized holes at the bottom and leave the top alone (since it already has two holes).
 
That looks just like my 72s damper rod. I modified mine but not by drilling the holes bigger.
When I get a few more miles on it I'll start a thread on what I did.
 
Looks like the 2 washers with holes in them are a one way check valve to control compression and the upper holes control rebound. Outside of lighter weight oil not sure what I can do to get a smoother ride. Not much room to enlarge holes in washers.
