OD of the 19 and 21 tire is the same really. I just got rid of a -2 and that looks shorter for sure. To me that looks like a -4 but kind of looks like -2 with rockers reversed and the fork shortened. I believe for the look with normal rockers your probably at -4 .

Does it run with the choke on? If so check clogged pilot it does not take much to clog them, plain old fuel will clog them..
