I may as well toss in a guess of my own. After you check out everything else try checking the fuel directly from the tank. May as well look for c.r.u.d. at the starting point of the fuel system. As mentioned by smokedyerstang the petcock and filters would be next. Basically, you need air, fuel...

Yes, everything soaked, dripping. I'll try to find any areas in the cylinder that may be sticking, rough or :shrug:, & try polishing as suggested earlier. Doing this on the cheap can be other than fun.
