when connecting to that I would have used a female spade connector. the po must not have had them on hand. and soldered the wire :( I would weather proof the female spade connector. I use shrink tube for that. there are also spade connectors already weather proofed.

13.4 is low at revs. It does not sound like a ignition problem when the battery is dropping down to 10.5 volts i think charging system problem or a short in wiring somewhere

i would get to the battery and charge it back up. then get your volt meter. start your bike up. then check the voltage at the battery at idle, then check the voltage at 2000 and 3000 rpms. then report back with the numbers.
