Probably it's okay. I wouldn't use it though, but that's me. Don't forget to wear latex cloves when cleaning and preparing the surface, just so you wouldn't leave any accidental fingerprints or grease from your skin on the tank. Good luck!

Any two component clear coat will do. What matters the most is your surface preparation. Use proper automotive degreaser to clean the surface. Use new white whipes to clean as long as you see no contamination on your wipes. Dont just wipe the crap around on your tank, wipe it off. Mine has hold...

Could it be an old battery exhaust vent tube? On my XS it was in similar diameter, as the hose on your picture.

Making a quick update on the issue. I decided to take the brutal way of fixing this problem, which worked well. Gave a good push to the bike, jumped on, switched to 1st, then 2nd, while working the clutch lever and voilà, problem solved, clutch works fine. Sounds scarier than it is.
