What about the title thing? If a bike doesn't have a title should I stay away?

I can do it all. I've painted cars, mig and tig welded before, plus my mom was a state certified welder 10 years ago. I'm almost done with my assoiciates degree in auto tech. I don't have a lot of tools. I don't have a welder either. I'm thinking a xs650 from the 70's would be the way to go...
