I'd cut the end off like a cap, about a inch or so back, rolll a flat ring to act as a holder and weld it to the new "cap" that will slide into the tank deep enough to make sure it doesnt fall off.

I would think you can build a jig out of wood, just make sure its farly stout. They build homebuilt airplanes in wooden jigs. I would rather build one out of steel, It wouldnt cost much more if any. It doesnt need to be super heavy material, as long as you gusset it well. Stop by your local...
