carb choke

My XS2 has only one choke, which is on the left-hand carburettor. This seems strange because this is the cylinder with the decompressor, so that the engine starts on the right-hand cylinder, which has no choke. All looks very original, but is this set-up normal? If so does anyone know the logic...
