1978 Special: Forks? Is this normal

Is it normal for the left fork leg to have the bottom axle cap, and the right fork leg to have a axle hole? Wondering if I have a parted together front end? Can't say I ever came across that on my Kawi's from years ago
 
yes it is, and make sure you tighten the axle in the forks, (axle cap), before you tighten up the axle nut
 
Actually, that's backwards. You want to snug the axle nut 1st so you pull it over to the right as far as it should go. The stepped end on the left acts as a spacer and you want it up tight against the speedo drive. Bounce the forks up and down a couple times so the left slider finds it's alignment on the axle, clamp the left side, then final tighten the axle nut.

A note about that clamp piece on the left side. It has a direction arrow on the bottom and it should point forward. The front half of the clamp is thicker than the back and gets tightened up so there is no space between it and the fork. The rear half will show a space .....
