will this fit on a 78 XS650? It’s a 92. That’s really all I know.

No way of saying without some dimensions. A lot depends on the diameter of the fork tubes. If they'll fit in stock triple trees, it would be relatively simple. If you need to adapt the triple trees and steering stem to the XS frame, it's likely more work/expense than it's worth.

Do you have a side view of the entire bike? If we knew the model, it should be possible to look up the specs and give you a more definitive answer.

Also, looks like one fork tube is missing it's cap and has been for a while judging by the rust. Good chance of serious damage to the internals.
