21" wheel swap fail any info would help?

I read that a rm 250 21 inch wheel was a easy swap so went and ordered a 78 after doing some research that both axles were 17mm got the wheel today and it's way off. Does anyone now what or where to just buy a spool hub that will fit the xs axle? And if I can use just the rim from the 78 and lace one up? I really wanted to do a spool hub from the beginning so I'd rather find one

You can make a spool work with a bearing swap and some spacers. The harder part might be finding a 36 hole spool, which I'm guessing that rim is 36 spoke. I feel like I have seen 36 spoke spools, but they come more commonly in the Harley 40 spoke fashion. Why not just buy an xs hub and lace to that rim? I know it's bigger than a spool but doesn't look that bad to me. The other with the spool is the cost for the spokes which I imagine there not cheap..,.
 
Yeah that's is a option I could do I have my stock front wheel have to check spoke count. Any 21 36 hole will work?
 
I wouldn't say any but mine originally came like yours with longer spokes on one side, shorter on the other for the drum and the rim worked fine. Just cut the spokes and hub out and get these....

count the number of spokes between where these are criss crossing. If it's 6 then the spoke pattern should be right. That will be they end up with xs hub, a pic of mine for reference.

Could I use the 21" hoop from the RM wheel and use my stock 76 hub and lace it with 21" spokes? Or do I need a certain rim?
 
See my post above, I used a very similar rim to do mine. Looking closely at your pic of the rim it looks like the drill pattern is right.
