Electric start was standard. You need a battery.
If you have a stock charging system, you need a battery.
Looks like there is a battery in the bike. What kind is it?
May want to read the tech section or get a manual to get up to speed on this stuff.

I use a 14 amp/hr battery for my electric starting, and my bike always starts. (1978 XS650 SE)
I believe that is the factory stock size.
