BS38 needle setting

I overhauled the top end on my 78 Special and now I'm having trouble tuning in the carbs. Has anyone ever had to drop their BS38 needles all the way to the top notch. Its breaking up in the low to mid transistion. Carbs were working ok with the wore out cam chain and carboned up ports with 142.5 mains and 132.5 pilots, needles dropped 1 notch. I'm also running boyer ignition, uni pods and 1 1/2" head pipes 1 3/4" tail pipes (no baffles). I already tried upping the mains and pilots to 145 and 135 but can't seem to get them dialed in. It starts and idles ok but no pull when I try to take off.
 
Figured out from searching that it needs needle jet nozzle orings. Ordered some 1 x 4 mm from The Oring Store. Also some 1.5 x 2.8 mm for the pilot screws. 21 orings for less $ for 2 from Mikes xs.
