bs38's slow butterflies

i have a set of bs38's off a late 70's xs. my problem is the throttle turns hard and stays open. how do i fix? any ideas?
 
make sure the rubber grip (switch housing) isn't pushed up to far on the handle bar, that will cause a draggy throttle
 
I'm assuming since you are speaking about carbs and not bike, that they are off the bike. My guess is that you'll need to separate the carbs to find out what's going on. I've had mine apart enough to know that it could be caused by a few things:

Throttle linkage not re-assembled correctly
Sticking butterfly
Choke linkage installed incorrectly, causing the throttle linkage to bind up

Take your twist grip off and suss out the nylon round thingo that the cable attaches to,sometimes over the years they just wear out.
Also do the elimination process by disconnecting the carbs and operate the open and shut on the carbs by hand then you'll see whether it's an internal carb problem or not.
You could also have a diaphram problem where the slides stay up and raising the needles.
