Has anyone ever came across a cable operated disc brake system before?? I have seen them on go carts and minibikes before but havent seen them on anything on a larger scale. I am trying to avoid a master cylinder on my build, but i dont want to have to pay $300 for a front drum........ if i can even find one.

You could do a cable operated Master cylinder like some older BMW's use. Puts the master cylinder under your tank so you can have the look of cable operated and the power of hydralic.

I've thought about mounting something like that under the motor or somewhere to hide it. Ive also thought about getting a cable caliper from a minibike or go cart but i'm hesitant/cautious of there effectiveness.

MV600, road 4 cyl, had them in the 60', Egli Vincent too and then Honda 125JX/200... does not really work as the pads are not kept against the disc (Honda had a complicated system not really working)
