cam chain tensioner adjustment

I am a little confused, when the bike is running the pin moves just to the flush point of the shaft it slides in but when the bike is off and I spin it by hand it goes almost 1/16 past the end of the shaft... should I be adjusting that out then to make it flush from there?? Thank you all!
 
1 or 2mm past the edge or up to the edge? Like I said when it is running its pretty flush but turn it by hand and its out quite a bit...

When you turn the motor over by hand, it's normal for the pin to pop out past the adjuster occasionally. That's due to the "whipping" effect the valve springs and valves pushing against the cam lobes have on the chain. You ignore that big bounce out and adjust for the rest of the more subdued and normal movement. This is why setting the chain with the motor off basically sucks. If you keep loosening the adjuster every time for that big bounce, eventually you end up with a chain that's way too loose. Set it as the motor idles.
