can a rim be mounted wrong way ?

I have a rim from mikesxs WM 19 x 2.50, is it important which way the rim is when lacing
or can i turn it both way

It should be evenly spaced and the pattern should work both ways as long as you get it started right.

There is nothing special about the 650 wheels. The rims are not offset. They center over the spoke flanges so that would make the spoke angles the same on both sides. It shouldn't matter which way you mount the rim.

The rule of thumb is if two sides of something are absolutely identical you can flip it over if you want
