Charging problem on xs400

hopefuylly some of you bike gurus can help a newb out, i have a 81 xs400 that is not holding a charge on fully charged bike it will run for less than a hour. it has a new battery and checked with meter while running across posts and it read 11.7vdc this is my first bike and when i first got it it ran fine it just started doing this bout 3 months ago. In desperate need of help guys so anything ie appreciated.

Thats nowhere near enough volts with the engine runninng. Work you way through THIS logically & step by step to solve your problem.
