Does this timing look right for the Boyer?

I’ve had some problems dialing in the carbs as playing with the fuel mix screws doesn’t seem to change my rpm, even at extremely low idle of 3-5 hundred. So I thought I would re-look at the timing. So I want to make sure I have this right. I've been reading this thread but want to make sure I am translating everything properly.
