dumb question

1977 xs650 with bs38 carbs, on the carb bodies there are a couple barbs on the inboard side of both carbs,,,I assume vacuum ports??? should they be plugged?? (basket case..I didn't disassemble...lol)

If they're the ones I think they are (up high), they're vents and should be left open. Got a pic?

no pic., but that is what i thought, since the vacuum port for sync. are on the outside of the carbs.

I have a high idle issue to check out..
