fork lowering spacers

Several years ago was the first time I lowered a pair of XS650 35mm forks. I bought a length of DOM steel to make the lowering spacers from. Since then I lowered a couple more pairs. Now I need to lower another pair of forks.
I still have enough of that original piece of DOM steel left to do the job.
My question: is steel an acceptable material choice?
In the beginning I was following the excellent Mulligan Machine tutorial:

They used steel. The lowering spacer does not slide in the tube, right? So, it's not like it's going to score or damage anything, is it?
I see that Hugh uses aluminum for lowering spacers. That's why I'm questioning the steel.
I also see that some use PVC from Home Depot for lowering spacers. Is PVC strong enough?
Thoughts on lowering spacer material?
