springs are probably collapsed from age slightly longer spacers or new springs
(forks by frank) might have springs or 650 central, mikesXS $59 a pair
 
Adding a bit more oil gives it more of an air fork type action. If you pull the springs, collapse the forks, add oil to 6 inches down from the top of tube will work about right.
Thats how I got mine and work much better than stock.
Trying different weights of oil can furhter fine tune the action.
A 5 weight oil will respond quicker to bumps. A 20 weight oil will repond much slower to bumps. try a few different weights to find one you like.
I currently have a 5w20 motor oil in mine. Have tried several weights, the 5w20 feels good.
