Duuno what to say about hat latest set of forks Xs650 never used that kind of damper the 70-73 used a damper but it's not like that one. The only Yamaha I know of with that damper is the TX750. Sorry but "my" TX750 fork was not out there, must of sold, or tossed it. Both XS650 tubes have caliper mounts, one of yours doesn't 
The only year of XS650 disk forks without a HL caliper is the 72 and that year has a really weird rotor/ mount axle and the RH leg has a big honking axle hole.
