Front Wheel Assembly - HHB delete, new build from parts

I'm trying to put together a bike from some crates of parts. 1981 HS, but using a spoked wheel from another year. I'm using a HHB speedo delete. Do I still need an oil seal (93105-45017-00), clutch retainer (341-25846-00-00), clutch meter (341-25149-00-00)?

Also, nobody seems to have the collar (90387-17433-00). Do I need to buy a wheel spacer kit from Lowbrow Customs?

Any help would be greatly appreciated. Thanks!!!
