Gear crank cover

Been putting some parts back in the bike and came across what I'm wondering if is an issue.
When I put the idler gear in with the short shaft, wavy washer and spacer and the cover bolts hand tightened I can spin the gears through the gear and shaft on the inside of the cases quite easily. However, as soon as I torque the bolts down all the gears connected become quite stiff. Is this normal?
At first one of the locating pins was missing so I made one from a pin on the gear selector drum that fit perfectly, just had to cut it to length. This didn't seem to make much difference though as the gears were still stiff. My only concern is the gears are too stiff and will cause drag issues on the starter once engaged.
