Is this the wrong rim?

I regrettably picked up some rims from eBay and when they arrived looked to match up to the old ones. But after starting to build the wheel I noticed that the taper on the spoke nipples isn't sitting flush with the rim. I'm pretty sure this means I have the wrong rim but I'm looking for a second opinion. Thanks. The wheel is a rear 36 spoke 18 inch.

Yes, the pattern may be off but one partial pic isn't enough for us to really tell or help with a correction.
 
Sorry, here's some better pics, I would be really surprised if I'm laced wrong. There were scuffs on the hub from the old spokes and I used them to help place my spokes. Then the spokes would only line up with certain holes in the rim.

Here's something to try:
Unlace/remove all the outer spokes.
Unlace/remove all the inner spokes from ONLY one side.
Thread down all the remaining nipples on the remaining side, to where the threads are covered, but not protruding.
Rotate hub and rim to remove slack in those spokes.
Using one other inside spoke, place it over the hub/wheel and eyeball where a suitable place would allow it to fit, matching angles and length.
The inner spoke nipples are adjacent at the rim, and exit away from each other, not crossing.
Should be able to see this by examining other wheel pics here.
If you can't get the pattern, consider that the spokes may be the wrong length, or that the rim may indeed be wrong...
