Muffler install

I have an 81 Special and the PO did sloppy drilling of stock mufflers.
Since they are in pretty bad shape, I want to install aftermarket mufflers.
I read a lot of post on this subject and I am a bit confused about the double pipe.
I am not new to XS650 as I have owned three over the years and I understood that the inner pipe of the header, went the entire length and was there to help prevent "bluing" of the header close to cylinder head.
Am I correct?
