I believe i know the answer to my question, but need to be sure. Looking for the ~5 ohms between slip rings yield infinite resistance. Obviously, my rotor is toast, but I can't find anyone in all the charging related threads who have had this issue. Is this a less common failure? It seems all of the rotor related issues are low resistance.
Also, I'm looking to buy a refurb unit or having existing core re-wound (due to budget). I can tell my existing unit has been balanced, but rewinding could change all of that.
Just looking for general thoughts.

It's mentioned, happens. Typically you will find a solder connection broken on the back of the slip ring disk. repair of that joint isn't easy.

I had the same issue. I bought a OEM used on eBay that was verified to have proper resistance. About $30 and it fixed my charging issue. See what you can find.

I've seen some on Ebay that are really scary looking and going for ~$25-40. There are also some refurbished rotors going for ~$90. It seems rewinding is ~$100.
Thanks for the responses
