No tachometer at low rpm

Hello,
With the engine at an idle up to approximatley 25% throttle the tachometer is completely unresponsive.

Once I get above 25% the tach will finally kick in.

I figure there are two likely causes

1) bad oil pump
2) something causing friction in tachometer

To check the oil pump I have heard to open a tappet cover and see if oil sprays out. Should I open intake or exhaust? Should oil spray out at idle, or do I need to rev it a bit?

If the tachometer is gummed up I was thinking about some teflon spray. Thoughts?
