Pamco pma problem

Hey y'all i just installed a pamco ignition on my bike it starts an idles but for some reason when i turn my headlight on it revs up slightly I think my rectifier or capacitor is Bad. At the rectifier i get 17 -18 volt with the headlight off an 14-15 volts when the headlights on but at the capacitor the voltage is all over the place it won’t give a solid reading. Any thoughts on the issue.

I put on a battery on it last night everything was working good so I ordered a new capacitor hopefully it works.

It sounds like it might be wired wrong. You shouldn't be able to get a reading at the rectifier but not the capacitor, even if the capacitor is bad.
