pamco timing

It should be on the "F"mark or in the "F" range. There are usually 2 slashes, one on either side of the letter "F". Idle timing is acceptable anywhere between the 2 marks as long as the full advance timing isn't past it's mark. Now, this is for '79 and older machines. Since you didn't identify yours, I'm just assuming it's an older one.
 
There is a "U" mark on your timing plate to the left of the "T" mark. Idle timing should be set in that somewhere .....
