Registering a hard tail in Ontario with the MOT

Bought a 78 XS650 SE and intend to stick on a TC Bros hard tail. Someone told me I might have a hard time getting it registered with the Ministry of Transport here in Ontario when it is hard tailed. He suggested I get it legally registered as per factory specs then hard tail it after. Anyone able to shed light on this true/untrue/other?
