Removing Fork Caps

I'm trying to remove the fork caps from my '77xs650. I made this: picture attached. 10mm bolt(17mm head), nut and lock nut.

It worked great on the first one, but I twisted the bolt on the second one. I sprayed WD40 on the cap, made another bolt and nut combination and leaned on it hard. I think I've started to twist this bolt as well. Should I be using an impact on this?
What is suggested next?

Yes, you may need to use an impact. I had to and broke several of my homemade tools in the process. The threads make them weak. I finally had success by making a tool using the solid unthreaded portion of the shaft on a long bolt .....

I just went through this. Go to auto zone and buy the 3 pack of large allens, it includes a 17mm and it's like $5.

If the cap strips, no big deal, just drill it out.
