Right Crankcase cover markings?

Hey all,

I noticed these marks on my right crankcase. I'm not sure what to make of them. Company defect? Someone patched them?

They all look like that.

After the cover is cast they bore the holes for the oil passages. Seeing how they can't drill around corners they drill two holes. One goes down to the oil pump, the other to the oil filter. The two holes cross.
After the holes are drilled they plug the outer ends of the holes. Now oil flows out of the pump up to the plugs and gets sent to the filter cavity.

those plugs look pretty bad. Ide be tempted to file them down a little to clean them up.
mine dont look that globby. Is it a later year? factorys get sloppy sometimes. might have been assembled after a hard night of Sake, and geishas.
