One rocker arm seems stickier than the others. I have not removed the rocker arm yet because the plug was not budging but was hoping someone could help me trouble shoot the issue so that when i do get it apart I can know what to look for. Thanks!

You should refer to the Haynes Manual.
Also have a look at the Yamaha Service Manual ...............www.biker.net
Take it apart and look for plugged oil passageways or wear marks on the rocker shaft.
