Severe oil leak from oil filter cover

Hello,

After changing the oil filter I started the bike and oil came gushing from the oil filter cover on the right case cover.

The two gaskets are in place and I tightened the screws of the cover. Should the small screw in the bypass be flush with the top of the large screw?

Any help is appreciated!

Yes. Be sure to also use new gaskets.

Bad picture but shows threads flush with nut. Threads out too far holding cover off gasket.
