Four of the arms have dowels fastened to or touching the back. The arm pointing to the left does not. Am I broken or just continue with my assembly?

Four of the arms have dowels fastened to or touching the back. The arm pointing to the left does not. Am I broken or just continue with my assembly?
OK. 5 dowels. I will assume one is short as compared to the other four.

Normal, the missing dowel is why it won't keep shifting past 1st or 5th.
try a dry run shifting while you watch it as you're turning the engine by hand and you'll see how it works.
